A B.C. environmental assessment certificate was issued to Ksi Lisims LNG Tolling GP ULC on September 15, 2025, for Ksi Lisims LNG, a liquified natural gas processing plant and marine terminal located on the northern end of Pearse Island on the northwest coast of B.C. following a joint decision by the B.C. ministers of Environment and Parks, and Energy and Climate Solutions. 

In making their decision, the ministers considered the environmental assessment conducted by the Environmental Assessment Office, which involved extensive consultation with technical experts, First Nations, provincial and federal agencies, local governments a community advisory committee and the public. 

The ministers included 23 legally binding conditions in the environmental assessment certificate intended to prevent or reduce potential adverse environmental, economic, social, cultural and health effects. With these requirements, as well as project design features to reduce Ksi Lisims LNG’s impacts on the community and the environment, the ministers determined that significant adverse effects can be mitigated.

The EAO conducted the assessment to meet the requirements of both the provincial and federal governments. One assessment carried out by the EAO is used for separate decisions by each level of government, eliminating the duplication of two assessments for a single project. The federal decision regarding the project is still pending.   

Ksi Lisims LNG Tolling GP ULC still must receive other required provincial and federal approvals, permits and authorizations before construction can start.
